How Measures Are Brought to the House Floor: A Brief Introduction This report presents a brief description of the five parliamentary methods that may be used to bring proposed legislation to the House floor for consideration. These methods allow for consideration as a privileged matter, under the limited privilege of a special calendar, under suspension of the rules, under the terms of a special rule reported by the Committee on Rules and agreed to by the House, or by unanimous consent. This report will be updated to reflect changes in the rules or practices of the House.
